当一个名词和另一个名词短语（名词修饰名词的结构）并列的时候，经常会引起歧义，所以A中water到底是跟resource平行，还是跟resource management或者跟resource management problems平行，都是不知道的。同样的BD也有这样的问题
D正确，消除了并列中的歧义问题
E 句子结构错误，主语后面是逗号然后是including，所以句子结构不完整，而且including就近修饰problems也不对。
