Is progress just a matter of exchanging one problem for another, as the speaker maintains? I agree with the assertion to the extent that every thing has two sides: merit and defect. It is true that new problems are aroused. However, progress is still made.
In the first place, new problems exist today. What makes society undergoes such a fast process of improvement? Technology. However, there are two sides to every problem. So is technology. Technology has brought us lots of inventions to better our lives, but these inventions can also harm us if it is not aptly used.
Nuclear power, a new form of energy， provides much more tremendous power than mankind could ever imagined, greatly releasing the pressure exerted on energy. Undoubtedly, nuclear power does good to human as an important source of energy. However, at the same time as a two-edged weapon, it also harms people. The stronger the power is, the greater the harm will be. Nuclear power is a new application from scientific field to practice and because of its intrinsic complexity it is hard for people to keep it under wholly control. For example, disaster at Chernobyl nuclear-power plant in Soviet Union in 1986.In that event, lots of people gave their lives and great loss was caused. What’s more? Even though no accident will happen in future, once nuclear power is acquired and used by terrorists to destroy the world, with its gigantic power. That is the last thing mankind would like to see. Obviously, nuclear power brings another big problem to mankind.
Environmental problems, are caused by improper exploration and the results of inept development of economy. Perhaps our economic statuses have been improved, but new problems rise. Clear-cuting of rainforest has served the raw material in form of logs, but causes thousands of animals homeless, or even cause their extinctions. In city, different kind of toxic gases: exhausts from cars, chemical factories, constitute the air pollution. Too large amount of carbon dioxide brings us green-house effect, which cause higher temperature on the earth, and threatens our existence when it is hot enough to melt the ices in Antarctica and Arctic. Even today some developing countries still stimulate improper methods to acquire economic profits at high price of damages to environment. The increasing serious nature of environmental stress calls our attention.
From the history of human’s development, we can see that progress is a matter of exchanging from one problem for another. Even though a new invention, or discovery solves the old problem, a new one is aroused at the same time. It doesn’t mean such exchanging makes no sense. It does make sense. Although new problem takes place, we can never underestimate the effect and good the inventions bring to us.
To sum up, a progress is a matter of exchanging from one problem for another, but we still call it a progress. Why? Problems are everywhere in the world and so are controversies. Nobody can deny the positive effect a new invention bring about, even though it has inherent problems or may cause some problems. Moreover, such defects can be avoided to harm human with apt measures and due attentions.

语法上，有待改进
逻辑上，这个问题猫咪你是这样理解的：进步是解决一个问题的同时带来了别的问题。首先，exchange，是改变调换得意思，也就是一个问题换成了另一个问题，你所说的例子大多是说一个问题解决的同时产生的相应的问题。这些问题都是彼此相关的。其次，就算这个题是这个意思，也应该将正在解决的问题加以说明。你说了核能源解决了能源危机，但是要深入些。产生的社会及环境问题说得就相应的有一点多了。在后面的环境的例子里，没有提到经济进步和工业发展的好处，只是对其产生的环境危害进行批评，偏~既然是进步，就是能带来好处的

这个问题我是这样理解的：进步是一个问题换到另一个问题。可以这样说：一个问题研究完了，进行下一个就是进步。提纲
1人类进步是不停的提出问题，解决问题的过程。解决一个问题的同时，又会产生诸多的子问题，这样形成了科学的分支越来越广，越来越specify.
2进步是对一个问题的深入认识和加深。
3轻易的由一个问题转入到另一个问题，不会进步，反而退步。对所有问题只是蜻蜓点水的了解。
