1, A cautious and conservative people are more likely to make the right decision and gain the trust from the his or her people. example: Deng xiao ping handled the recapture of Macao and Hong kong.
2, Being over cautious and conservative harms being effective enough. If people think a problem or a resolution or an issue of a law over and over and are afraid of missing some points, they will never be effective but only irresolute.
3, Besides moderate caution and restraint in the use of that power, people in position of power need to be sapiential, sensible, decisive, honest and so on if they want to be effective.

1.preservation of the areas require two distinct form: avoidance of natural disaster and man-made damages. examples:fire caused by lightning or aerolite.flood, eruption of volcano.building plowland on mountains by falling trees. draining the water in lakes for fish.pollution.
2.Concerning the preservation of the latter one, publicity is inalienable. Deforestation caused by indulgent cutting, animal extinction due to endless hunting can only be forestalled by public education on the importance of these areas.
3.without public propaganda, these once virgin area will soon be ruined。

positon: I agree with the speaker's assertion insofar as to theorize before collecting sufficent date is to risk tainting the process of collecting and interpreting further data.
1, A theory conjured up without the benefit of data amounts to little more than the theorist's hope surmise and desire what he or she wants to be ture or supposed to be.
2, The theory will tend to seek out evidence to support the theory and overlook or ignore the evidence that refute it.
3, By theorying before collecting data the theorist also runs the risk of interpreting that data in a manner which makes it appear to lend more credence to the theory than it actually does.

Position: while I find this claim paradoxical on its face, the paradox is explainable, and the explaination is well supported empirically. Nevertheless, the claim is an unfair generalization in that it fails to accout for other empirical evidence serving to discredit it.
1, a people are most knowledgable on the subject, therefore are in the best position to understand and appreciate the problems with the idea or policy.b more concerned and loyal to it, they tend to be more critical of it with the earnest inclination to improve it.
