Two years ago, the nearby town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. Therefore, the best way to improve Hopewell's economy—and generate additional tax revenues—is to build a golf course and resort hotel similar to those in Ocean View.
Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.

The mayor of Hopewell suggests that the town should build a golf course and resort hotel to emulate nearby town of Ocean View assuming this action will improve Hopewell's economy as well as improving tax revenues. However, we need more information about situation of both Ocean View and Hopewell to make the decision.

To begin with, the mayor assumes that the improvement during last 2 years in tourism in Ocean View can be attributes to the golf course and resort hotel. But there are other possibilities. For example, the government in Ocean View might lower the price of entertainment and invest on tourism related facilities to attract more people from other towns. Or maybe a movie that shot in Ocean View 2 years before was so successful that had leading many movie fans to visit the town. Without knowing more about the operating data on golf course or resort hotel combing with whole picture of Ocean View governing policy on tourism, we can hardly conclude that the course and hotel had made Ocean View more prosper.

The mayor also assumes that increasing tourism had triggered the improvement on business and tax revenues in Ocean View. Although from our common sense it might be true since tourism contributes part of tax incoming for the government, we cannot find how much had it contributed because of lacking further information so far. Despite of tourism, there might be more aspects affect the whole economy. Ocean View might take several actions to promote the business, i.e. release regulations or policies to adjust the requirements of small business registration, lower funding rate in bank to encourage investment and etc. Or the government had leveled up the tax rate to access higher tax revenues for governing affairs. Therefore the mayor in Hopewell needs to acquire further details for evaluating the situation.

The assumption that taking measurement which nearby town had taken two years before will benefit Hopewell now seems to be far from persuasive fact. The compare between these two towns absents. If the Ocean View town had a significant low tax incoming two years before then a increase of 30% may sounds less attractive to the Hopewell’s mayor; if the geographic conditions of Hopewell differs from that of Ocean View, golf course might not be taught in Hopewell; if the course and hotel can feed the needs from region including several nearby towns, then a newly built one in Hopewell may be a waste of money rather than a wise investment.
