Argument 11 Maple County

But the council is also concerned that such a restriction, by limiting the supply of new housing, could lead to significant increases in the price of housing in the county. Proponents of the measure note that Chestnut County established a similar measure ten years ago, and its housing prices have increased only modestly since. However, opponents of the measure note that Pine County adopted restrictions on the development of new residential housing fifteen years ago, and its housing prices have since more than doubled. The council currently predicts that the proposed measure, if passed, will result in a significant increase in housing prices in Maple County.
Write a response in which you discuss what questions would need to be answered in order to decide whether the prediction and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the prediction.

提纲初稿:
In order to decide whether the prediction is reasonable, three questions about the economic of three different counties, the detailed measures used to limit the supply of new housing in different counties, and inflation in different counties would need to be answered.
First of all, the question about how the economic is in Chestnut County ten years ago, in Pine County fifteen years ago, and in Maple County now should be answered.从经济学角度来讲,价格对供给变化的反应取决于新房供求市场的弹性,弹性越大,价格对供给的变化越敏感。因此需要具体分析各个地区在特定时间的经济状况。
What is more, the question about the detailed measure used to limit the supply of new housing in different counties in specific time period should be answered.举例:将新房供给限制到原本的90%和原来的10%,对房价的影响肯定不同。
Finally, the question about the inflation in the three counties needs to be answered.也许房价上涨是因为通货膨胀导致的。
