The quota of scholarship for PhD is very limited, especially the international students. You can have a try to apply for NTU RS, but the probability is not high.And I think you are over-qualified for MSC program.

跟楼上说的一样 Over-qualified for MSC
建议MSC保底，冲击一下PHD。 新加坡CS很好找工作工资也高，读完MSC你转博还是去上班到时再考虑
