逻辑是：坏天气or预售不足---演唱会取消----退票
结论： 退票--（排除了预售不足）---肯定是天气不好
中间环节： 退票 ---一定是因为演唱会取消 （感觉是这里的漏洞）。 因为感觉太subtle 所以想拿出来问问大家的意见
