For example, we are required the same standard in the primary schools for this stage because if one person who does not know how to solve a simple math problem, how can he or she be a mathematician? Moreover, all the basic knowledge required in this stage is usually the foundation that is the access to the generality that the students can choose from and eventually can meet the needs and interests of them. So education must give the overall a chance to know everything needed in future and it will be efficient to do this rather than delivering just special knowledge that the area covers.
By contrast, in the professional education stage both of the two kinds of manner for students are requested. Any scientific theory is a work, which is in need of great effort in digging into it. To master the knowledge and make a thorough study of one problem, a special program is the only choice of the ones who are facing the problem. While they are proceeding in certain depth of one subject, it is time that one should learn the subjects relevant to the very problem they meet and sometimes even the subjects that are having nothing to do with the things they are studying. Taking the students who study the paleontology for example. When they first reach the subject, they may be given many courses that are about the organisms that were living millions of years ago. But if they want to understand the whole problem well they would probably go to the library and find a book about geography and something related to the variation of the earth. And it is also conducive if they read some historic and philosophic ideas on the evolution.
However, there are some cases that education must be specially designed; otherwise the cost of the education will just be wasteful. When people come to a school or course in order to promote their certain kind of skill, the specially designed courses are actually required since the ones who engaged in the course are not only learners of this area. People usually participate the promoting classes with a definite aim hoping that they will improve in the very place their drawbacks are locating. Therefore, delivery of this kind of educational course will be designed on purpose, or it will be a waste of time and energy.
In sum, I conceded that there are cases that education should be specially designed under certain circumstances. However, the speaker overlooks many possibilities that individuals are in search of knowledge for different purpose.
