不好意思,太晚了

上午刚刚考完，来回报寄托了，issue是laws should not be rigid or.....的那个， argue 是应该禁止skateboarding来恢复一个plaza对人们的号召力
另一个issue也是高频，不过忘了具体是什么了，惭愧

请问所说的issue高频是指一阶段的还是一直的？
