first, it doesn't matter that whether you choose yes or no.
the question is asking you whether you'd like to waive your access to your RL after you go to the college. According to the law, students could read their RLs after they get into the college(because you are supposed not to read it before that). If you choose to waive, you cannot read it even after you get there. If you choose not to do so, you can still read it if you want to.
