To begin with, it is undeniable that every student has the right to receive higher education whether his economic situation is sound or not. For example, one of my friends Jack, he is an excellent basketball player when he still in the high school, and his dream is to become a professional basketball player when he graduate. Therefore he spent a lots of time on practicing to the point that he cannot understand the contents in the classes . As you know, government has invested a huge amount of money on the infrastructure facilities and teaching buildings in the universities and colleges, however, the money is still not enough to provide every student an opportunity to receive higher education, and the resources are also limited, such as faculties, dormitories, parking places, reference books and information. Therefore it makes sense that the limited resources are only available to good students, who are qualified and have the ability to finish their educational career with high quality.
