TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

因为144写过了,所以从JJ里找了道最近考过的
提纲:
1,道德能保证领导者做出正确的决定
2,道德能保证领导者被公众承认
3,一些涉及人权和隐私的考虑

As public officials, leaders will influence the society by their every step, even some small ones. As ethos and morality are widely accepted standards for a society to assess its members, I strongly agree that people with such influence should maintain the highest ethical and moral standards. Otherwise, they may lead the society to a wrong way of be banished by the society.

Although diversified from laws, ethos and morality are considered as somewhat subjective standards by the society. But such a subjective view is based on most people's value systems, including not only obeying laws but also restricting themselves from abandoned with traditional views. Such standards may be sometimes controversial and not so ensured, but since they are widely accepted, they do have reasons to restrain the social members and benefit the society. For instance, sexual morality is viewed separately by western and eastern countries, but both of them are supposing husband and wife should be loyal to each other. This is a result due to the equality of genders, and prevents the society from chaos of envy, libertinism and other negative trends. No matter how the traditional thoughts change in modern period, some widely accepted moral standards will be persistent as they have been for thousands of years. Because they are guarantee of social stability and consistence.

Public officials are those manage the social agencies, including governments, schools and departments. They feed on tax given by citizens and feed them back with effective management. Both these ways have determined that public officials should maintain the highest ethical and moral standards.

On one hand, with their powers, public officials need to make decisions and policies from which the society and citizens can benefit. In most situations, we cannot image how some one can benefit from what he does not agree with. So likely the morality and ethos can ensure what public officials do as the way how the society should be. Otherwise, even if a public official change the society's mind and accept what he has decided, the society will be brought into unpredictable future. And situation may be even worse than that if the public official cannot change the society's views. For instance, Adolf Hitler had won the trust of German people in 1930s, making them believe Germany was eager for more lands and a unique nation, with his strong ability to agitate. Such aggressive, cruel invasion and racism do not meet human ethos and morality, but accepted by German people. As a result, the world was brought into abyss of World War II, killing myriad innocents. Local governors may do harm to their people if they hang no ethical or moral standards, with bribing and admitting some wrong projects; national governors will cause more severe problems if they throw away ethos and morality.

On the other hand, public officials serve for the public. If they do not maintain high ethical and moral standards, they will find them lose trusts of the people, therefore losing abilities to make their decisions realized. Since ethos and morality are widely admired by the society, they are good advisors to a public figure, for him to know what can be liked by citizens and what cannot be done. Return to the sexual morality mentioned about, people will think a public figure make their community or even country's reputation undermined if he has problems on sexual morality, even if such problems won't influence the public figure's effectiveness during managing the society. The public will ask for high standards for their leaders, not only because they support the leaders by their tax, but also because the leaders are representative of them. For example, Bill Clinton has made great devotion to the United States during his presidency, but many Americans have taken him as a shame of the nation because of his sexual scandal. Although it might be tempting to argue that Clinton had done a good job as a president, despite of that scandal, but it seems to me his presidency will be more perfect if the scandal did not occur. Another president, Richard Nixon, is even more unfortunate, being forced to resign after the Water Gate. Ethical and moral problems may make a public official's decision ineffective and not creditable, not matter whether they are so.

Nevertheless, such concerns do not mean all public officials should take care of their life in ethical and moral aspects under all situations. When it comes to some private and insignificant questions, public officials may have their freedom and human rights, just as other social members. High standards may cause the society and media undermine public officials' human rights in unreasonable ways, which are not necessary or even harmful. Such standards depend on the social situations and cultivating levels. In some eastern countries, they will ask their leaders to be more restricted in marital and family issues, while it may be different in some west European countries. The most important aim is to ensure that leaders won't make harmful decisions and admitted by most social members.

To sum up, the highest ethical and moral standards are necessary for public officials to gain effective work. And with the development of our society, its members will be more and more aware to assess their leaders, therefore helping them seek a better future.

To sum up, the highest ethical and moral standards are necessary for public officials to gain effective work. And with the development of our society, its members will be more and more aware to assess their leaders, therefore helping them seek a better future.



你这个字数真是骇人啊,这么短时间写出这样文章,很不简单啊。写得很不错,这篇文章拿到考场上,那肯定是没问题啊。
