I believe it's rumor. I just called the OIS in my univeristy. The officer said
they never heard anything about this new rule for F2-F1. Normally if there is
any new rule be issued, the INS definetetly will notify the OIS first. And
also for F2 changing status to F1, if some rule will be come out, it need take
at leat half or one year to be effective. Forget those rumor.

i mean if you just want to get entrance to study, it is easy.
if you want to change status , it is a little difficulty .
also, you can get offer while holding F2 visa type.
