ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

The extent we have no answer so far is the limitation of public administration; so we can only be trapped in series of irrational confrontations though it seems that we are trying to manage our own regulations. The obligation of an effective leader is to lead masses to a new world which can make human life more creative and happy. In this case, it is public official's capability not the highest ethical and moral standards ensuring the realizing of beauty future.

First of all, so called ethical and moral is just a method trying to prevent problems which could not be solved in current system of society. As a lubricant of society running, the ethical and moral set variety of rules which can maintain social stability but cannot be equal to maxim. At the time of social changing, the ethical and moral which once be considered as right and good will be replaced by new setting. Moreover, the moral will always get behind with the process of society developing. As a result, public official who managing the society would always strive for balance between the stability and development.

AS an effective political leader, one always be asked to maintain the highest ethical and moral standards of the politic group which he or her standing for no matter it good or not. As we know, there are varieties of moral standards in the different period of human history. Likewise, the ethical standards of different countries in the same period are not same as well--some nation regards the respect for the old is the highest moral standards while ignores the encroachment of young's right; other states consider that equality of everyone is the virtue and they will also tilt policy towards young. All of these different standards have no reference to right and wrong. None of them can assert itself is highest moral standard. They are just the result of political attitude selection towards those controversial issues.

The ethical and moral rules belong to worldly suit, such as taboo for homicide, theft and bodily assault had already written in law throughout the world. Apart from that, other moral and ethical standards are not obligatory and their existence indicate a subjective perception involve with addressing the behavior which cannot be treated by current law. For instance, people who publicizing selfless service as virtue has nothing to do with the human selfish nature; a party asking partisan to be honest and clean is at the end of its rope over the bureaucratism in any hierarchy; a country seeking the social harmony all the time result from it cannot cover the increasing social contradiction. Therefore, if society can maintain the stability only by emphasizing so called the highest ethical and moral standards, it is in a disastrous state. To resolve problems mentioned above, an effective leader is needed to lead society a transformation.

The obligation of an effective leader is trying to make great profit for the whole. Abraham Lincoln once said: “When an end is lawful and obligatory, the indispensable means to it are also lawful and obligatory." Whether one can be regarded as an effective leader only depends on the achievement. It is obviously that one must get enough capability to receive a successful result. Anyone who knows what is truly right to lead a great innovation will automatically do it as well. For that matter, the behavior itself is a virtue.
