个人感觉这道题应该选D，因为直接对D取反就可以否定结论，但是A貌似也对啊。这道题没给答案只说了待定。。。o(╯□╰)o

个人一点愚见哈，不知道对不对：

这句好像有个错字吧，spend one fuel？是不是spend on fuel？
我认为选D，因为结论只是说会在燃料上少花钱，而A却把车的维护费用扯了进来。

这不是在说暗指就算那些人换了plant-based fuel车之后他们也不会因为fuel便宜了而多开车，这样也就支持原文的argument， 又省钱了又环保。

而环境中其他因素怎么样和这个结论没有关系，例如别的污染更多或者怎么样，都不能改变汽车造成的污染少了
