In an attempt to improve highway safety, Prunty County last year lowered its speed limit from 55 to 45 miles per hour on all county highways. But this effort has failed: the number of accidents has not decreased, and, based on reports by the highway patrol, many drivers are exceeding the speed limit. Prunty County should instead undertake the same kind of road improvement project that Butler County completed five years ago: increasing lane widths, resurfacing rough highways, and improving visibility at dangerous intersections. Today, major Butler County roads still have a 55 mph speed limit, yet there were 25 percent fewer reported accidents in Butler County this past year than there were five years ago.

Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.

As the report saying, in order to improve the highway safety, Prunty County should improve its road condition for some reasons, the failure of speed limitation and the lower reported accidents because of the improvements in Butler Country. However, we need to more specific evidence to evaluate the report, such as the assumption of the condition, the similarity between two cities and some bad results because of the improvements.

First of all, we need more evidence to draw the conclusion that the road improvements have a positive influence on the road safety. Other facts which might influence the evaluation, such as the skill of drivers, the cars condition and the weather, need to be unchanged. For example, with the time passing, the drivers are more familiar with the roads In Butler County, so that they get to know which place need to be paid attention. As a result, the number of accidents become lower. It’s also possible that the weather before the road improvements is rainy and wet, so the car wheels are easy to be swept and after the improvements, the weather become cold and dry. So if the number of accidents are calculate in a longer time scale, we might get a more accurate results.

Next, the two countries environmental and economical conditions might aren’t the same, so the road improvements strategy couldn’t be used in Prunty County so easily without enough evident to support it. It’s possible that the road improvement could not remains long enough because of Prunty County’s sandy road surface and greater car numbers. What’s more, the improvements costs money and should be evaluate to make sure that Prunty County could cover it without influence other facilities.

Third, it is reasonable to assume that there would be some disadvantage if the road are improved in Prunty County. On the one hand, drivers will be more careless because of the better road condition because they might think that better roads mean more enjoyable trip. On the other hand, because the speed limit is unchanged, car will run faster after road improvements. As a result, the accidents number might become higher instead of become lower. So some experimental road should be used to make sure that the improvement would not have some negative effects on the whole road condition.

In sum, more evidence is needed to make sure that the improvements are good for the road accidents, the similarity between the two countries is enough and other facts are unchanged after the evaluation.
