I just cannot type Chinese right now, so I reply you via English.
I have discussed the issue before at another forum post, and generally speaking, low second upper such as 60 and 61 roughly equal to GPA 3.3. Given that, they may make mistake. Yet, in light of your undergraduate university, it is nor surprise for me that they elevate their entry requirements for you. Put differently, if you graduate from a top Chinese university, such as low-ranked 985 or better 211, they might merely ask for a 85, which might be enough to enter UCL, especially an art department under UCL. You can check King's college, they give similar entry requirements, so they won't make mistake.
Anyway, do not be sad, you still have the chance to apply other good universities, however, honestly, your biggest letdown is your educational background.
