Innoenergy reserve list求助

小弟前些時間申請了Innoenergy 的SENSE 和 Smart cities
官方給我發了個59道題目還有請我參加Smart cities的Webinar
SENSE沒消息 結果被拒也就算了
沒想到Smart city也把我拒了
真是悲劇了
比較不同的是 Smart City 在拒信裡提到我還算top rank 但是在reserves list 裡頭
不知有沒有小夥伴碰過這種情形
是因為申請獎學金
但名額不夠嗎？
不太懂官方的邏輯

The assessment for application round 1 (intake 2018) of the InnoEnergy MSc Programme has now been finalized.  Your application fulfills the general and specific programme requirements and is ranked in the top section. Since study places are strictly limited we are nonetheless not able to accept you. You have been put on a reserves list. In case we are able to offer you a study place we will contact you by email. Please note that it can take until end of July to know if a study place is available ot not.
