请问港大这封邮件算推研信吗？后续收到正式offer的把握大吗？

Our department would nominate you to Faculty office for admission offer of MSc(Eng) ME full time programme. If you accept our nomination, please reply me by 15 Feb, 2019.

Upon your confirmation, we will start the vetting procedure, the conditional / firm offer letter will be issued in around 2 months.
