大家好！我现在正在准备Issue的作。我想请问下，对于Issue 43题我从一下三个方面论述，可以吗？望指点，谢谢！

Issue 43 "Tobe an effective leader, a public official must maintain the highest ethical andmoral standards."


A. The high ethical and moral standards are prerequisites for a public official to be an effective leader.

B. To be effective, a public offical has to maintain other merits or qualities. e.g. the ability to make right decision and execute the decision
     （这个分支观点，离题了吗？）

C. A public official is also a person, who makes mistakes. But he/she could still be a effective leader.
     （C放在B前好，还是在这个位置？）


刚开始准备，还不是很熟悉套路，望大家指点。
