Is it necessary oreven desirable for political leaders to withhold information from the public? Maybe,however, from my point of view, it is not a simple judgment that eitherwithholding information is better or worse, whether it is rational forgovernment to choose to keep the public informed or not depends on specificsituations.
Withthe booming development of technology, nothing has received more attention thaninformation both from government and the public. Political leaders and governmentstaffs has been long attracted by various kinds of information carried bybooks, television and Internet. Thus, loss of information related to nationalsecurity such as military secrets, key technology, defense plan and confidentialdocuments would be disaster for leaders to govern and control a countryespecially in today’s situation where spy activities are relatively frequent. Ifthe government leaks out some information in connection with the military defenseplan and deployment to the public carelessly, the chances are high that itsenemy will invade and occupy the country easily due to the informationrevealed. Therefore, it seems to be acceptable and rational for political leadersto withhold confidential information in view of protecting the country and thepublic.
Additionally,some rumors, agitative remarks and terrible news of disaster which could endangerthe country and the public might also be forbidden to be spread temporarily. A casein point is the disease of SARS in 2003. Since the psychological quality of a majorityof citizens is too weak to protect them, the suddenly terrible news of a largequantity of died people and the trends to spread quickly may easily make thepublic fall in panic and make the disaster out of control. In this situation,political leaders should withhold the information for a short time in order toprotect the public.
Onthe other hand, since most political leaders come from the public with the aimto serve the public, the citizens do have a right to be informed. Information suchas financial report of government, report of utilization of money obtained fromthe public donation of some charitable organization and so forth should beopened to the eyes of everyone in order to monitor the government. Therefore, anyaction of withholding the information that should be opened to the public forthe sake of grabbing personal benefits illegally should be prohibited.
Fromthe evidence above, we can see that the strategies made by political leaderswhether to withhold information depends on different situation. It is acceptableand rational to withhold confidential information in view of protecting thepublic while other information needed to be checked and monitored should beopen to the public.
