我个人把它当成一个点来反驳，
since charges for pickup of other household garbage will double.but it does not means the amount of material recycle wil increase, so it cannot make sure whether the space for garbage is enough or not.It may end up that the those cannot recyled one keep on increasing and cause insufficent garbage storage space. since charges for pickup of other household garbage will double
应该是指某些废品的价格涨价了，作者是想借此说明会有更多的人因此回收这些废品。
