2、紧急事件政府说了算，这个没办法征求意见，征求完了黄瓜菜都凉了
3、防止政府的专治，不能事事都不商量，大事要商量

In general, they should, with no doubt, carry out the will of the public. Some hot topics from the public often represent the will of the public. Solving them can get more supports from the people. Take the America as an example
For example: unemployment, price of commodities, medical treatment, and social insurance
2): In addition, governments officials yield to the leaders’ will and ignore the requirements from the public would lose the supports from the people.
For example: many local governments in China often put the instruction from the upper leaders on the first and don’t care about the needs of the public.
Many vanity projects reflect such phenomenon.
3): However, the governments should have a general view about the society. Though their intentions are for the public, they still have suitable plans. They should know which is the most important and must be solved as soon as possible; which needs a long time to reach the goal; which can be put away under the current circumstances.
