Central Plaza and SkateboardingArgumnt 3(O227)
In this letter, the store owner recommend that the city should prohibit skateboarding in Central Plaza and conclude that by doing so, the business in Centrral Plaza will return to its previous prosperity. To convince the editor, the owner gives evidence including the concurrence of declining shoppers, increasing skateboarding and more vandalism. But whether this recommendation plausible depends on the answer of questions below.
At first, I may ask that is the increasing skateboarding the reason of less prosperity in Central Plaza? We cannot confuse the concurrence of declining number of shoppers and increasing skateboarding with that the skateboarding is the causality of declining in business.There are still many other factors contributing to this phenomenon, such as high rent, less convenient transportation and the fierce compitition from other business districts. And to the contray, it may be the decline in Central Plaza that stimulate more people skateboarding there for available space.
In addition, are the skateboard players the people who cause more litters and serious vandalism? Just the conjection without any other evidence, statistic or video record, I hardly think so. Due to lots people enjoying themselves in Cenral Plaza everyday,we can tell that it maybe the visitors that leads to the uncivilized conduction rather than skateboard players.
The third question lies on the validity of the prohibition —— does this action actually help to resuscitate the commerce in Central Plaza? Under many conditions can we deny this measure, such as, we can not decrease the vandalism if the conductors are not those players and there will be more severe behaviors after this prohibition. Or maybe the skateboarders are the major consumers that patronize the Central Plaza, which cause the prohibition even lead to more serious problems rather than enhance its business. Consequently, we cannot promise the effect will be good after adopting this prohibition.
By answering these questions, we can strongly dispute the owner's suggestion. But there are still other measures we can take to vitalize the business in Central Plaza. For instance, we can conduct a survey to figure out what is exactly the reason of less shoppers in Central Plaza and then take efficient measures according to the cause, such as enhance the quality of service or cut down the price of products.By doing so, we can help the Central Plaza regain its vitality.
