16 Insurveys Mason City residents rank water sports (swimming, boating, and fishing)among their favorite recreational activities. The Mason River flowing throughthe city is rarely used for these pursuits, however, and the city parkdepartment devotes little of its budget to maintaining riverside recreationalfacilities. For years there have been complaints from residents about thequality of the river's water and the river's smell. In response, the state hasrecently announced plans to clean up Mason River. Use of the river for watersports is, therefore, sure to increase. The city government should for thatreason devote more money in this year's budget to riverside recreationalfacilities.
Write aresponse in which you examine the stated and/or unstated assumptions of theargument. Be sure to explain how the argument depends on these assumptions andwhat the implications are for the argument if the assumptions proveunwarranted.
1. the author postulates that the Mason City residents would like to joinin water sports themselves as they rank these activities among their favorites.But this is not definitely true given that many people just enjoying watchingthese kinds of games instead of playing them.
2. the author assumes that the citizens’ complaints about the river’squality and smell contributes to the fact that no body want to swim or do anyother water sport there. This is no necessarily true as long as other factorsare considered about the unwillingness of citizens to have fun in Mason River.
3. even all those unverified assumptions were true: the residents did wantto do water activities and the unsatisfying water quality and smell are themajor obstacles to stop them from enjoying themselves in the city river, it doesnot mean that government should invest more of their budget to riversiderecreational falicities. This specifc recommendation suggests that the authorgranted that those facilities were in a derelict condition thus no longer couldsatisfy people’s need, which cannot be proved from the information in thestatement. What if these facilities are maintained in a good condition with nonecessity to be restored?
17 Thefollowing appeared in a memorandum from the manager of WWAC radio station.
"Toreverse a decline in listener numbers, our owners have decided that WWAC mustchange from its current rock-music format. The decline has occurred despitepopulation growth in our listening area, but that growth has resulted mainlyfrom people moving here after their retirement. We must make listeners of thesenew residents. We could switch to a music format tailored to their tastes, buta continuing decline in local sales of recorded music suggests limited interestin music. Instead we should change to a news and talk format, a form of radiothat is increasingly popular in our area."

1. it is apparent that the manager simply ascribes the decline oflisteners to their dislike of rock music. More statistical evidence is neededconcerning why listeners of WWAC radio station stop listening to this progamenow.
2. according to the statement, new people, many of whom are seniorcitizens, are coming to this area. But statistical data is to be provided inorder to evaluate whether it is worthwhile to cater to these new comers’ tastesat the risk of losing more originative listeners.
3. regarding the decline in sales of recorded music as a significant signof people’s loss of interest in music is unjustifiable as there is no proofindicating so. Perhaps it just shows people would be more likely to listen tomusic on the radio for free!
4. more exact and qualitive evidence is needed to demonstrate that peopleprefer news and talk programes to those of music.
18 Thefollowing is a memorandum from the business manager of a television station.
"Overthe past year, our late-night news program has devoted increased time to nationalnews and less time to weather and local news. During this period, most of thecomplaints received from viewers were concerned with our station's coverage ofweather and local news. In addition, local businesses that used to advertiseduring our late-night news program have canceled their advertising contractswith us. Therefore, in order to attract more viewers to our news programs andto avoid losing any further advertising revenues, we should expand our coverageof weather and local news on all our news programs."

1.      the manager posits that the complaints concerning the coverage of weather andlocal news surely will result in a drop of audience rating of his televisionstation, which is not substantiated without further information about it. 2.      What's more, the decreasing of advertisers, as far as the manager can see,is also caused by the lack of weather and local news in their late-night newsprogram. It is not necessarily so considering that there may be various factorsto influence advertisers’ decision.3.      even all of the unjustified assumptions above were proved to be true, theexpansion of coverage of weather and local news on all their news programs willnot indispensablely bring them with more viewers and advertising revenues whenthe loss of people who are extremely interested in national news isproportionally greater than that of local news viewers.
