第一篇argument提纲 求指导

8月28号开始复习 感觉写作还是要练习 然后再看别人的东西
从官网上找的 算是比较贴近生活
OG也看了 但感觉没底...
贴一个提纲(其实还有点儿东西没写,但为了把握时间,这个提纲从审题到完成17分钟)
希望给点儿意见 特别是语法

The following appeared in a memo from the director of student housing at Buckingham College.
"To serve the housing needs of our students, Buckingham College should build a number of new dormitories. Buckingham's enrollment is growing and, based on current trends, will double over the next 50 years, thus making existing dormitory space inadequate. Moreover, the average rent for an apartment in our town has risen in recent years. Consequently, students will find it increasingly difficult to afford off-campus housing. Finally, attractive new dormitories would make prospective students more likely to enroll at Buckingham.”
Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.

Claim: Based on the actual and estimated data, as the number of students has increased, it is necessary for the uni to build more dorms for the coming students.
Stated reasons:
1.        Based on the statistical estimation, the number of new students will doubled over the next 50 years.
However, the estimating method and the data gathering process has not been revealed, thus the validity of the estimation is still in doubt.
2.        Living costs increased.
First assume this is true, but neither the university has the responsibility for the increased living costs, nor the university residence hall.  The ability of covering the living costs is basic requirement for a further study, and the uni already has provided a variety of financial supports.
3.        Most UK universities, especially in the Scotland, only freshers, postgraduates and Phd students are allow to apply uni dorms, and obviously this rule does not has any negative effects on the enrolments. Literally, finding a place to live is a basic skill for an adult, and university life not all about academic stuffs.  
4.        Opportunity cost of building dorms must be very high. Building new dorms not like any other on-campus improvement since it requires lots of spaces, and additional service costs, like hiring more residence assistants. Although the additional operating costs can be charged from the students, but how about the other academic use for the land? Build more labs or workshops or libraries can also improve students’ on-campus life, and make the tuition fees more worth as the educational resource per capita has increased.
