To be aneffective leader, a public official must maintain the highest ethical and moralstandards.
Write aresponse in which you discuss the extent to which you agree or disagree withthe claim. In developing and supporting your position, be sure to address the most compelling reasons and/or examplesthat could be used to challenge your position.
1 什么是effective public official？政府/公共机构负责人，需要为其组织或机构的利益着想，需要做decision for the best。
2 道德使得人类和别的动物区分开来，造就了人类。因此作为一个机构的负责人，必然要保持良好的道德标准，the great power, the greatresponsibilities。
3 有的人认为leader应该为政府/机构的利益着想，所以道德底线可以put aside。比如LA早期的道路建设修高速需要从居民区穿过，有政客反对导致没有完成道路建设，因此虽然有些人权益得到保护但是更多人的利益受损。尽管从某种程度上来说是正确的，但是official lead仍然应该尊重少数人的权益，那么这就需要一个高的道德底线的约束。
4 有人认为business is just business, 只要遵循法律法规就可以了。强调道德有可能使得利润降低，竞争力降低。比如在国际化贸易中失败。从人性化的角度，道德是必不可少的，举例来说 Apollo 11，展现了humanity。
5 但是对是否应该达到highest持怀疑态度，维持一定程度的道德就好，如果一定要达到最高，根据20%-80%法则会有很多投入，而且投资回报比不划算。
