"On Balmer Island, where mopeds serve as a popular form of transportation, the population increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by the island's moped rental companies from 50 per day to 25 per day during the summer season. By limiting the number of rentals, the town council will attain the 50 percent annual reduction in moped accidents that was achieved last year on the neighboring island of Seaville, when Seaville's town council enforced similar limits on moped rentals."

Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

Though it may be useful to limit the number of mopeds rented by the companies to help reduce the amount of accidents, this author's proposal also exposes several critical questions need to be answered so as to strongly support its rationality.
Firstly, this author directly indiscriminately imitates the experience of other city without providing sufficient evidence to demonstrate the validity of such comparison and imitation. For example, the author didn't consider the difference of population of two cities, which is important to decide whether 50 per day has a great influence on the accidents rate. The Seaville island may has only one tenth of population of Balmer or even less. Under this consideration, in Seaville the reduction of rented mopeds from 50 per day to 25 has much more effect on the Balmer Island. In other words, 50 mopeds per day perhaps has a significant impact on inducing a high accident rate, but to Balmer Island a very indifferent influence. Therefore, the author needs to provide an additional population records to indicate the reduction of rented mopeds could has a similar noteworthy effect on achieving a rate decrease at Balmer Island.
In addition, another question necessary to be replied is whether this two Island has the same strong provisions to regulate the traffic. Since under different regulation, the drivers and the traffic police have different consciousness. Both the Balmer's town council and the author should have a wide investigation to the causes of traffic accidents. Does the traffic police are slacking at present time or the laws of the Island are too loose? If the major cause is the loose regulation, no matter what low number of rented moped is limited, the hazard of inducing traffic jam is still maintained. The choice of limitation on number of mopeds can be used as an auxiliary rule to reduce the accident rate but not served as a main approach to maintain the traffic safety. Unless a relatively wide, deep and reliable traffic causes investigation is available, such conclusion cannot be convincing enough.
