5. The following appeared in a letter to the editor of the Balmer Island Gazette. "On Balmer Island, where mopeds serve as a popular form of transportation, the population increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by the island's moped rental companies from 50 per day to 25 per day during the summer season. By limiting the number of rentals, the town council will attain the 50 percent annual reduction in moped accidents that was achieved last year on the neighboring island of Seaville, when Seaville's town council enforced similar limits on moped rentals."
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

{:t_0040:}u can do it! 感觉写作文写了十篇左右并不是想象中的难嘛，看一下当天的题目，然后一边复习一边构思，做了五个小时题目累了就顺便把作文写了，这样大概写的时间需要四十分钟左右。
如果每天一篇都不能完成的话，那么考试的时候在高度紧张的条件下一个小时两篇岂不是做梦？
弟兄们努力，就像钻石一样，碳没有压力，怎么会结晶？

我发现我有强迫症。。。即使知道要限时写作文，仍然非要每写完一段话甚至是一句话之后都要读一遍，然后改来改去。。。

作业交上了，照例多说几句。
那几篇关于Argument的神贴说实话给我启发很大，具体到这篇文章，我觉得虽说漏洞百出，但是关键点其实就只有那一两个。
作者最重要的论据就是减少一半出租的助动车数目，助动车的车祸就少了一半。（有个小漏洞，前面谈助动车和行人，后面略掉了行人）
如果不是从这点下手，纠结于100000人口是不是有意义，两个镇子是不是类似，50辆和25辆怎么得出来的，还有为什么是50％下降而不是40％我个人认为是空对空，完全没有挠到痒处。
具体到重点，文章作者不是最关心助动车数量吗？那么凭什么出租的助动车少了总体助动车就少了，也许许多人助动车是自己买的呢？
第二，助动车的是不是引起车祸的主要原因，也许是行人喜欢往助动车上撞，那么助动车的数目并不是减少车祸的关键。
