想问下新西兰的大学PhD都是不需要提前联系教授的么？

我给advisor发邮件问了下，他说不需要提前联系老师，因为虽然填表的时候是要写上老师名字，但最终他们看到提交完的资料后会给安排适合的supervisor。

请问下大家这种情况是正常么？那我是不是还是应该自己联系下老师？或者这就是说联系不联系都没区别。。。。
