I agree insofar as the government should provide a relatively free environment for scientific research. However, in my opinion, it will be also wise for the government to impose enough instruction in such fields to guarantee the healthy development of them. In the following discussion, I will show my evidence to substantiate my view.
On the one hand, the development of science and technology calls for a relatively free environment. If a government is excessively involved in such a procedure, the creativity and initiative of the researcher will be greatly reduced, which is of paramount value our process of exploring the unknown field. For example, in the past, China used to enforce a planning system in almost every aspect of social activities, including the scientific research. As a result of such a mechanism, the direction and content of the researches were nearly all determined by the government, which seriously limited researchers' originality and innovation. Without the enthusiasm and positive attitude of the researchers, the scientific progress was once in a very low rate. However, in strong contrast, after China launched its reform policy, the researchers are granted with more freedom in their work in the way that they can choose the field they are interested in and conduct their task with little restrict, since then China began to develop rapidly in the field of science and technology. Here we can see that excessive governmental inference in scientific researches will not promote but hampers its development.
On the other hand, science and technology is a two-edged weapon which can be equally use for both good and evil, in this sense, the government should place necessary direction or instruction to keep the development of such fields in a correct direction which can be conducive to the advancement of the society. When referring to the negative effect of science and technology, we cannot skip the atomic energy and the technology of clone. If government fails to place enough instruction and limitation in such area, no one can guarantee such technology will not be used for evil. Were it the case, what will our world look like? A place full of ruins which are caused by the nuclear attack from the terrorists; or a place thronged with people resembling each other for the reason of the lose of control in the use of clone, which will inevitably give birth to many problems, ethical or social. No one will be pleased with such horrible scenes come into their mind, therefore, the government should be fully aware of the negative effect of science and technology and lead it into the track which is the most favorable to our human race.
Finally, the development of science and technology and the necessary instruction of the government are not necessarily to be mutually exclusive, whether we can make the exploration in the field of science and technology most efficient and favorable to our human kind call for our efforts to set a balance between the two events. It is true that less inference from the government will ensure the creativity and initiative of the researcher; however, it is equally correct that without the necessary instruction of the government, scientific research is just like a boat without sail, thus it cannot proceed towards a clear and advantageous destination.
To sum up, I partly consent to the author. Through the discussion mentioned above, we can easily reach the conclusion that what scientific research needs consists of two parts, one is a relatively free environment, and the other is the governmental instruction.
