61) The following appeared in an article in the Grandview Beacon.
For many years the city of Grandview has provided annual funding for the Grandview Symphony. Last year, however, private contributions to the symphony increased by 200 percent and attendance at the symphony's concerts-in-the-park series doubled. The symphony has also announced an increase in ticket prices for next year. Given such developments, some city commissioners argue that the symphony can now be fully self-supporting, and they recommend that funding for the symphony be eliminated from next year's budget.
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

(一)Claim: funding for the symphony be eliminated from next year's budget
      reason: the symphony can now be fully self-supporting
(二)Data或evidence:
(1) private contributions to the symphony increased by 200 percent
(2)attendance at the symphony's concerts-in-the-park series doubled
(3) The symphony has also announced an increase in ticket prices for next year  
(三)Warrant:
1. the Symphony can support itself last year does not mean that it can continue to support itself in the following years.
2. a handsome development last year does not indicate it could be self-supporting
3.  上述的三个evidences can not indicate the symphony had a good profit last year

First of all, the Symphony can support itself last year does not necessarily guarantee that the Symphony would also be self-supporting next year or even the years after that.若经济没去年那么好甚至衰退,且私人捐款减少,更少的观众(因为听腻了这个乐团的或是因为票价涨了)

Besides, an increasing income and profit for the Symphony does not necessarily mean that the Symphony is capable to support itself financially.  员工的工资可能要涨,设备得维护,租用场地得花钱,而且,可能要扩大业务而扩张团队,那么得招更多的人、采购更多的乐器及设备,甚至得建馆。

Finally, a good performance accomplishes nothing toward bolstering the evidence that the incoming and profit for the Symphony is increasing or considerable.有可能前年的私人捐助及观众很少,所以分别涨了三倍、两倍没什么太大意义。

    First of all, the Symphony can support itself last year does not necessarily guarantee that the Symphony would also be self-supporting next year or even the years after that. How about if the prospect for the Symphony is not so considerable in the forthcoming years?  If the economy does not prosper as it was or even recess, then the performance of the Symphony would be definitely discounted, especially when is accompanied by social unrest. Besides, private contributions, which is arbitrary and not permanent, could drop dramatically next year due to the emerging of other cooperative partners for private businesses. And it is just the likelihood that less audience will come to the symphony`s concerts due to a ticket increased in price, especially when the audience get tire with the Symphony`s lack of innovation. Then the symphony would have a hard time next years, let alone it would support itself totally. Thus, the article need to address those issues before I can accept with its recommendation.
    Besides, an increasing income and profit for the Symphony does not necessarily mean that the Symphony is capable to support itself financially. What if there are increasing flowing out of money in Symphony at the same time, in fields such as increasing wages for the employees, increasing acquirement of musical tools and equipments, and new building constructions and tax as well. If the Symphony plans to expand its business to hire more employees and provide them more competing wages, to buy new musical tools and equipments as well as rent large performing places or build new constructions, then, it has to write a lot of money into its budget, the income from its performances may not be enough to support such a big budget. So,with those issues remain unsubstantiated, the recommendation would be dubious at best.
    Finally, a good performance accomplishes nothing toward bolstering the evidence that the incoming and profit for the Symphony is increasing or considerable. What about if the private contribution of the year before last was so poor which was accompanied by a very poor audience attendance, and an increase in ticket prices is launched due to an increase in operating cost? If those things are true, then, the tripled private contributions and doubled attendance would mean nothing for the Symphony`s income, that do not make any sense to increase the Symphony`s income, especially if the Symphony had to put lots of money to conduct concerts-in-the-park series, which were so costly as well. Besides, with a higher operating cost, an increased ticket would not significantly mitigate the hardship the Symphony faces. Thus, strong evidences need to be provided to convince me the Symphony did have a considerable income last year.
    In sum, the recommendation relies on certain doubtful evidences that render it unconvincing as it stands. To better bolster it, strong and clear evidences must be provided--maybe through a reliable local survey or study--to prove that the Symphony did have a handsome income last year and the profit it earned could definitely support itself even though it may or may not  plan to expand its business. I also need evidences to know that the Symphony`s future--especially of the incoming years--would be bright and promising with no doubts so that it could be consistently capable to support itself.

你先把argument 31的提纲改一下 或许就会发现这篇提纲也需要重新写
