123) The following appeared in a health newsletter.
A ten-year nationwide study of the effectiveness of wearing a helmet while bicycling indicates that ten years ago, approximately 35 percent of all bicyclists reported wearing helmets, whereas today that number is nearly 80 percent. Another study, however, suggests that during the same ten-year period, the number of accidents caused by bicycling has increased 200 percent. These results demonstrate that bicyclists feel safer because they are wearing helmets, and they take more risks as a result. Thus, there is clearly a call for the government to strive to reduce the number of serious injuries from bicycle accidents by launching an education program that concentrates on the factors other than helmet use that are necessary for bicycle safety.
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

    The newsletter recommends that government must launch an education program that concentrate on other factors rather than helmet that are necessary for bicycle safety to significantly reduce the number of serious injuries from bicycle accidents. Well, I find that a few questions need to be answered to assess the recommendation and the argument on which it is based, the answers to those questions would significantly strengthen or weaken the recommendation.

    The first question which need to be answered is that would the education program really works to persuade riders to pay more attention to safety when are in bicycles thus reducing accidents? 因为根本就不会有相关的惩罚措施,骑行者也许根本就不会去理会那些无聊的教育,而且有时候由于工作、学习的需要,他们必须得赶时间,那么,他们依旧会继续像以往一样骑车。

    Second, is there some other factors rather than a stronger confidence with helmets that lead to increasing bicycle accidents. 也许,是因为这些年来,城市的道路都在翻修,道路情况比较差,因而导致了骑行事故,同时,也许近些年来,骑行的人比以往多了,而且还出现了一大批喜欢夜晚骑行的人,那么,势必会导致事故上升。

    Finally, are the two relative studies really accurate enough to indicate the actual situations? 也许,十年前,科技及通讯没现在这么方便,全国范围内的统计会很不精准,很多有头盔的人被漏报或误报为没头盔了,一些发生的事故也没能被统计进去,而且,不像现在这样,十年前人们对于调查的配合度不像现在这么高,有些人对于那调查不理会不参与。
