The Mason River flowing through the city is rarely used for these pursuits, however, and the city park department devotes little of its budget to maintaining riverside recreational facilities. For years there have been complaints from residents about the quality of the river's water and the river's smell. In response, the state has recently announced plans to clean up Mason River. Use of the river for water sports is, therefore, sure to increase. The city government should for that reason devote more money in this year's budget to riverside recreational facilities.

Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.

The author of this proposal to increase the budget for Mason City riverside recreational facilities offers an interesting argument that the city government should devote more money in this year’s budget to riverside recreational facilities.However, moving forward on the proposal would definitely require more information and thought. Although the argument seems logical ,there may be hidden flaws that prevent the from this project.

To begin with, people regard Mason city riverside water sports as in high demanding, which will be translate into usage. But the survey’s result cannot prove as an predication of people’s actual behavior.因为这项调查可能是在人民冬季假期结束所进行的的,那么人们的愿望就是想在春天夏天到户外的水上去活动。而文中具体的调查背景并没有告诉,因此我们不能直接认为M河的水上活动使用竟会增加。

Then,the arguer indicates that residents hardly use the river for fishing, swimming, boating regardless their personal interest,because the water is polluted and dingy.并不意味着当局也要对M河的河岸活动设施进行资金投入。因为一旦M河的水上活动使用开始增加,那么势必会影响M河的水质并且污染M河,那么居民引用M河水肯定会受到影响。
Last but not least,the local government decide to fund Mason City’s river because the aroma and the dirty quality of the water.The author assumes that the government should also fund more money in  riverside recreational facilities.The logic here is not reasonable.这只能说明居民对水质有意见,并不能说明Mason river 的水上活动率会增加。并且这是城市公园部门的过错并不代表政府应该增加资金投入,而只是相关部门没有将资金用到维护沿河活动设施上.
To sum up,all the assumptions and factors involved improving riverside recreational facilities, the argument does not justify the increasing the budget.
