For instance, in the 13th amendment, abolishing slavery proclaimed by President Abraham Lincoln was finally ratified, and formal legal equality became a constitutional principle. And the blacks were given the rights to vote in the 15th Amendment. Obviously, the most authoritative laws also need amending.
Secondly, laws lead an important role in maintaining the stability of economy and prohibiting any illegal economic behaviors. Economy develops swiftly, and the whole environment where economy is tends to be in a state of diversification. Meanwhile, a myriad of problems occur along with swiftly changing. So it is a responsibility for the government to keep its economy orderly and solve these problems. For supporting examples, one needs look no further than the Enron’s bankruptcy. The flagrant Enron Scandal gives the U.S. a lesson about the importance of government’s investigation on accounting fraud when all citizens were shocked by the fact the firms could hide its loss for 5 years. Afterwards, the scandal resulted in the legislation that reformed the accounting practices and strengthened the investigation on whether companies are conforming to the standards. Original laws are not necessarily perfect, and not always adapt to the society in the future, since everyone cannot predict what will happen. So the economic laws should be not rigid.
Even if the laws should keep pace with the development of a society, frequent amendments and revisions would confuse the citizens somewhat and even lose the respect from the citizens.
