NTU PhD 申请状态疑问

前几天问了一下小秘申请状态 收到如下回信:

"Your application was earlier pending funding and review.

The school has reviewed and recommended your application for university management review. It is now pending the final level of review."


说申请还在earlier pending funding and review 但是最后又说pending the final level of review 那这个情况下请问是已经送到GSO进行审核了吗 拿到offer的几率高么
