前几天网申了University of Colorado Boulder，对于statement of purpose是这么要求的:"Describe briefly your past work in your proposed or allied fields of study, including noncourse educational experiences, teaching, or other relevant employment, publications, theses, research in progress, other scholarly activities, and your plans for graduate study and a professional career. Check your program's web site to see if they have different requirements for the Statement of Purpose than those listed above. If applicants wish to include a resume with their Statement of Purpose, it must be combined and uploaded as one multiple-page document. "
1, this is just a general guide, maybe not for economics specially. so you can apply without too much research experience, as long as you have strong grade etc.

my suggestion is never explain why you get low grade even if it is allowed. it might be a bad signal saying this person is not willing to be responsible for his/her own past performance.
