issue 43 "To be an effective leader, a public official must maintain the highest ethical and moral standards."目前常见的展开思路如下：
T: ethical and moral standards are necessary to be an effective leader, but the highest ones are not needed.
1. to a public official himself, a proper and moral standards are momentous. Concept of L M e.g hitler
2. without doubt, it is indispensable to preserve a proper ethical and moral standards to keep the politics and economy steady.; basis; e.g?
3.though there is no problem that the standard is helpful to a public official, at times, it also play side effect. Chinese Proverb says: a heartless man is not a true man. E.g Genghis Khan also kill masses

!!!!!!疑问：Hitler的领导是不是effective??我觉得是effective的，可以让一个国家的人民为了一个目标战斗为什么这个领导还不effective呢？

因此我觉得一个或许合理的思路应该是：

To begin with, high ethical and moral standards are not necessary for an effective leader.
e.g.Hitler

However, high ethical and moral standards are important for an effective leader in a long run.
e.g. people can provide more support
What's more, the highest ethical standards are not needed.
人都有不足；
太道德了也不好；

我觉得文章可以用HITLER的例子来反证，反显新意。

要证明hitler不符合德国的被社会接受的行为标准，还是很难的
