Do you agree or disagree with the following statement? The government should support scientific researches even though there's no practical use?

When we are talking about government investments, there always lies a hot debate over whether the fund should be spent on scientific researches that has no practical use. In my opinion, scientific researches do give rise to the human civilization. However, governments are supposed to support it only when the basic needs are fulfilled.

Admittedly, scientific researches with no practical use sometimes generate wonderful experimental results. When famous mathematician Turing declare his theory, few people realize one day it can be programmed and finally functions as a computer; When a group of quantum-physicists calculating their formula, nobody thought that they could apply these to the quantum computer; When most of us unaware of all these coming and going, those researches that once convinced of no practical use turned out to give rise to the most spectacular development of science and technology. Yet we must concede that science, on its most ridiculous level, always make something out of the useless.

However, I am not saying that governments should support those researches regardless of the domestic conditions. Only when basic needs are fulfilled, can the government support those researches. Food supply, appropriate clothing, clean fresh drinking water and a steady residential place are enough to sustain a person's life. But for a country, except for the points mentioned above, namely agriculture, light industry, urban construction, a government should also focuses on politics, military protection, heavy industry, public welfare, education, transportation system and communication system etc. With these above elements, government provides all the necessities for supporting scientific research. First, heavy industry offers equipment used in many scientific researches. Second, educational organizations and institutions educate and train unlearned students into knowledgeable and later qualified special researchers. Above all, economic steady growth guarantees the enormous monetary invest on scientific researches. Thus we have to put the investment after elementary construction.

Furthermore, before supporting scientific researches with no practical use, we should make sure that we have provided enough money for the researches that have their practical use. With profitable research projects, we can make money immediately after the investment, which in turn helps government improve social welfare and unprofitable researches. Thus a profitable circulation is formulated, poverty eliminated and welfare insured.

To sum up, scientific researches with no practical use should be supported only when social welfare is ensured and profitable researches have enough money. Only in this way, would a society be endurable and sustainable.
