1）I suggest you begin looking up the schools as early as possible because this process really is time consuming. And after you finish TOEFL, you can ask for application materials from the schools.
2）Yup, I believe any work experience concerning education administration and leadership is beneficial. Actually, Work experience matters much in the application of this major.

If you have the time, of course you can do that. But if you are not really confident in Toefl, I suggest you concentrate on preparing for it.
3）What I can say about this question is based on the situation in my department (educational administration). All chinese students in my department have either got a master's degree or have worked for some time in this field before they got admitted by the department.

偶不是非要phd不可的，只是一般phd好拿钱不是吗？
偶是要尽量申请全奖的，如果没有，可能就不会去了的，偶实在没钱的：（
it is not easy to get money these days. I think I am the only master from China in my department and i do have scholarship. Other chinese are phd. But you can get money after you come to usa.
