作文解题问题，关于govern.

Do you agree or disagree with the following statement?
It is more important for a government to spend money on young children's education than on university education.

我听到一位老师说，此题应强调两点(我也是这么想的）：
1 XX education needs money
2 it is govern. that should spend money.

我曾经写过SAT作文，当时也有相似的一道题，可老师反复强调说“重点不在govern，而是后者是不是足够重要，重点写他为何值得受关注”

这两个完全相反的说法，哪个正确？还是T和S不一样？(应该不是吧，都是议论文，只不过S例子比例大）
