If the student enrolls in the Graduate School, do you give permission to release a copy of this evaluation to another academic institution upon the request of the student and at the discretion of Columbia University Graduate School of Arts and Sciences?

请问这个应该选YES还是NO？

为什么要把推荐信给其他机构呢。。？

句子是读懂了。。。evaluation就是推荐信啊。。但是不明白为什么会把推荐信给其他机构。。。
