关于如何运行PPII的问题

ETS 的网站上解释：
After launching the program, nothing happens when I click on the Continue button. What should I do?To help protect your security, Internet Explorer has restricted the webpage from running scripts or ActiveX controls. You must click on that message and Allow Blocked Content.

可是我 enable activeX 以后还是不行。请问还有什么解决方法？
我用的IE8.0 ，VISTA系统，下载的也是正确的，在别人XP系统上安装就可以使用，我的就不行，怎么点continue都没反应，着急啊
