In terms of the effectiveness, I have the same position with the speaker in which it asserts that people in position of power are most effective when they exercise caution and restraint in the use of that power. First of all, limited power can well prevent corruption and sequentially forestall waste. Secondly, diversionary power welcomes different opinions which favors a more general interest and mutually avoid radical decisions.
To a degree, the very basis of the modern democratic politics is about how the power being constrained. The reason why a infinite power cannot be accepted in a democratic regime is that people gaining this kind of ultimate power can easily abuses it and from which obtain benefit and privilege. As it is concerned with corruption, the money and social resources spent is often supposed to be used in ways that benefit the people, or in a lager scale, often help expedite country's own development. In this sense, an unrestrained power often deviate from what is the country's best interest and can thus be safely classified as counter productive.
Furthermore, we should make a clear definition of the word effective itself. It is not a quick action that inevitably implies effectiveness, instead doing the right things is truely effective and conscientious. In democratic regimes, it is frequently accounted that sometimes due to disagreement between two parties, some proposals become so controversial that they meets with extremely fierce debate and eventually fail to form into concrete policies, let alone getting passed in legislature where thousands of propositions being aborted. This exemplifies not only how democratic system adjust itself in search of the better solution, but also elucidates the most productive approach to effectively solve serious problems is by exercising caution and restraint in the use of power.
Moreover, by cautiously using power, it always means giving consideration to a more general interest of the people it concerns. As politicians represent the interest of their electorates, policy cautiously made will not overstep boundaries between different interests and thus prevent unnecessary sacrifice. Meanwhile, a conservative power can give room to inferior ones making decisions most suitable. It giving policy making a more flexible stand where it promises least inertia when the status quo asking for an urgent change and efficiently solving problems.
