重度拖延症患者今天刚刚继续UVA的申请，然后对银子的问题有点小迷惑。
Assistance cannot be provided for all deserving applicants, and funds must be allocated on the basis of comparative merit and financial need. Most students must therefore expect to meet their expenses from other sources. Applicants from abroad are encouraged to contact the educational attaché at the U.S. Embassy or consulate in their home country for assistance that may be available under the Fulbright or similar programs.
问题一，红色句子的意思是不是米国公民就不用考虑我们学校的assistance了的意思吗。。？
If an applicant seeks financial aid, the applicant’s request for financial aid should be made at the same time the he/she submits his/her application for admission to the LL.M. program. The Financial Aid application can be found as a supplemental form at the LSAC electronic application link. You must complete this form, print it out, and send it directly to the Graduate Studies Office. Admissions decisions are made without regard to requests for financial assistance. Awards are generally made only after an applicant has responded with interest to an offer of admission.
问题二，如果非米国人也能申请的话，这个form在哪里。。我在LSAC上翻了半天也没见着啊。。

喜欢放假的米国人民终于又上班了，自己回答下自己问题，那表格直接找小蜜要就可以，LLM同学也是可以申请的，十分有限，based on merits and needs.
