''Acceptance of an offer of financial support (such as a graduate scholarship, fellowship, traineeship, or assistantship) for the next academic year by a prospective or enrolled graduate student completes an agreement that both student and graduate school expect to honor. In that context, the conditions affecting such offers and their acceptance must be defined carefully and understood by all parties.  --- 这是关于有工资的offer,实质视为是关于一个工作合同的讨论。

Students are under no obligation to respond to offers of financial support prior to April 15; earlier deadlines for acceptance of such offers violate the intent of this Resolution. In those instances in which a student accepts an offer before April 15, and subsequently desires to withdraw that acceptance, the student may submit in writing a resignation of the appointment at any time through April 15. --- 这是天赋人权,你愿意给谁打工,愿意什么时候打工,这完全是你自己的权利,这不是学校的施舍。However, an acceptance given or left in force after April 15 commits the student not to accept another offer without first obtaining a written release from the institution to which a commitment has been made. Similarly, an offer by an institution after April 15 is conditional on presentation by the student of the written release from any previously accepted offer. ----这是对学生的紧箍咒,如果学生和兄弟学校签了合同,学生签新合同要看学校的兄弟的脸色。It is further agreed by the institutions and organizations subscribing to the above Resolution that a copy of this Resolution should accompany every scholarship, fellowship, traineeship, and assistantship offer.''  
中间有没有对学校的约束呢,没有,学校愿意雇谁,愿意雇佣多久,也是天赋人权。

总结,法律上,美国是劳动力自由流动的资本主义国家,无法强制雇员劳动也无法强制雇主付工资,学生可以随时走学校也可以随时解雇学生。
事实上,学校一般处于强势,并且学校也至少自认为是道德高地,对弱势学生随便打压是极少极少发生的。就像Amazon,Google等,给人发了offer也不会随便收回一样。对学生来讲,自己是弱势一方,415之前的一切决定,没必要考虑太多莫须有的道德问题,选对自己最有利的就好了。
在实际操作上,拿了offer之后,要多联系交流,防止因为交流不当,给自己带来不必要的麻烦。
