你开头的理解是对的。但是后面理解错了。作者的意思,虽然fracking也和其他热点问题一样incendiary, 但是选举期间,它通常不受选民很大的关注。因为选民更关心和自己切身利益相关的问题(in their own backyards) 。所以答案是CF。
