抓住文中论述中心，regulation被uncertainty和hostility阻碍
其一，closely related 推出economic hostility exploited uncertainty，即第一个空
其二，两者是obstacles，会阻碍regulation，那么看看DEF中表示阻碍的，也就只有E最合适，F无关，D不够好

整段话三个主体：regulation, uncertainty, hostility
R与U&H对立，U&H紧密联系，因此H利用U去阻碍R
