这道题我一开始想用but的转折和冒号解释来做的，但是这样做出来心里没有什么底，因为这里的but并不是完全意义上的转折取反，comprehensive全面的和settle也不是完全一致的解释关系。所以两空联立，可能会更好的解题。

前半句是说“这本书不全面，但是___”, 而空中的特点，应该是后边settle的广义反义词。
这里settle取to fix or resolve conclusively的意思，大概就是解决问题。而suggest有一个意思是call forth, evoke, 因此和第一空的provocative形成同义联立。stipulate规定，disseminate传播，相距更远。
整句话的意思大概就是：这本书并不全面，但是可以引发讨论，引起思考，而不是彻底解决问题。【感觉中文翻译好糟糕】
