I have no idea about law programs, but here's some general advice.
It will work out (staying in Canada as a foreign worker first, then PR) as long as you can find a legit job in Canada.
Post Graduate Work Permit will allow to work legally. You don't have to worry too much about your status when interviewing for jobs.
Any master program can get you a PGWP upon graduation.
In conclusion, what you'll need to do is to get admitted by a reputable school/program which has a good employment record, especially for international students. Also to think about which direction you wanna pursue, STEM or JD or both.
The good thing is:
1. work experience in the US is well recognized in Canada, at least much better than experience in China
